摘　　要：从管理国有企业到管理国有资本的重大决策旨在发挥货币资本转化为生产资本的作用效应,通过管好国有资本的形态转换、整体功能、配置布局,为国有经济的发展壮大、国有企业的高质量发展、国内经济循环体系的强化夯实市场基础。立足于这一决策目的,对国有资本的管理内容主要包括管理国有资本的布局、运作、收益与安全。这四个方面抓住了货币资本转化为生产资本的有效途径、基本规律、关键环节与制度基础。在“十四五”时期增强向管理国有资本转变的系统性和有效性,加快健全管资本为主的国有资产监管体制,需注重从产业资本循环的整体联系中深入考量货币资本转化为生产资本的速度、效能、可持续性,全面谋划监管的理念、重点、方式与导向。Marx's theory on the relationship between currency capital and production capital is an important basis for a complete understanding,accurate grasp,and comprehensive implementation of major decisions from the management of state-owned enterprises to the management of state-owned capital.This decision aims to give play to the effect of transforming currency capital to productive capital.By managing the transformation,overall function,and configuration of state-owned capital,it consolidates the market foundation for the development and growth of the state-owned economy,the high-quality development of stateowned enterprises,and the strengthening of the domestic economic cycle system.Based on this decisionmaking purpose,the management of state-owned capital mainly includes the management of the layout,operation,income,and safety of state-owned capital.These four aspects have accurately grasped the effective ways,basic laws,key links,and institutional foundations of the transformation from currency capital to production capital.To enhance the systematic and effective transition to the management of state-owned capital during the"14th Five-Year Plan"period,and accelerate the improvement of the state-owned asset regulatory system based on capital management,it is necessary to from the overall connection of industrial capital circulation deeply consider the speed,efficiency,and sustainability of the transformation from currency capital to production capital,by which we can comprehensively plan the concept,focus,method,and direction of supervision.The shift from the management of state-owned enterprises to the management of state-owned capital is a breakthrough innovation in deepening the reform of state-owned capital and state-owned enterprises,which can jointly make state-owned capital and state-owned enterprise stronger,better,and bigger.
