摘 要:边疆援建政策是中央作出的一项战略决策和跨区域协作治理实践,作为其关键组成部分,干部职工支援做出了卓越贡献。为了解我国高海拔民族地区支援干部职工子女的处境与就学状况,本研究选取西藏、青海、新疆等省区在海拔3000米以上的支援干部职工进行考察。结果发现,其子女在基础教育阶段以"学段变化"为节点在高原与平原之间"钟摆式"就学,究其缘由,高原气候适应状况、家庭资源配置变化、子女教育与情感需求、教育质量是关键影响因素。实质上,非此即彼的就学选择背后隐藏着的是支援干部职工调动家庭资源与现实进行博弈的过程,更是"两难相权取其轻"的无奈之举。基于补偿性公平的视角,政府可通过建立就学诉求与回应制度、完善内地就学政策并增强其执行力度、增加"内地班"学位供给等举措来解决该群体的就学问题。The border aid construction policy is a strategic decision made by the central government and a practice of crossregional cooperative governance. As a key component, the support of cadres and workers has made outstanding contributions. In order to understand the situation and schooling status of the children of the Assisting Cadres and Workers in High Altitude Ethnic Areas, the study selected 1177 Assisting Cadres and Workers as the sample from Tibet, Qinghai and Xinjiang with an altitude of more than 3000 meters to carry out this investigation. and found: their children go to school in the"pendulum mode"between the plateau and the plain in the basic education stage with the"period change"as the node. Climate adaptation, changes in family resource allocation, children’s education and emotional needs, and education quality are the key factors. Whether they flow from the plain to the plateau or from the plateau back to the plain, there is a series of processes in which cadres and workers assisting Tibet mobilize family resources, face the reality, and choose a relatively less difficult one from both the two difficult situations.Based on the perspective of compensatory equity, the government can solve the schooling problem of this group by establishing the system of school appeal and response, improving the policy of mainland school enrollment and strengthening its enforcement, and increasing the degree supply of"mainland class".
