摘　　要：党的十九届四中全会习近平总书记提出了“健全提高党的执政能力和领导水平制度”的重要论述,这一制度是对党执政能力和领导水平制度化建设的科学表达,它进一步阐释了制度治党的重要思想,为从制度建设层面完善中国共产党的领导提供了重要遵循。提高党执政能力和领导水平制度化建设,以马克思主义经典作家执政党建设的原则为理论逻辑,以中国共产党革命与建设的百年进程为历史逻辑,以中国特色社会主义进入新时代的现实需要为实践逻辑,并在建设中国特色社会主义的伟大实践中不断健全。Xi Jinping made an important speech at the Fourth Plenary Session of the 19th Central Committee of CPC.He proposed that improving the system of party's governing ability and leadership.It is the scientific expression of party's governing ability and institutional construction of leadership level.It further explained the importance of governing the party by system,providing important follow for CPC leadership from its institutional construction.In order to improve the system of party's governing ability and leadership level,taking the principle of Marxist thinkers as theoretical logic,taking centurial development of Chinese revolution and construction as historical logic,taking realistic need of socialism with Chinese characteristics has entered a new era as practical logic,and perfect socialism with Chinese characteristics in great practice.
