摘　　要：目的了解上海市市区两级全民健康信息平台健康医疗数据开放共享现状,为优化数据资源管理提供数据基础和理论参考。方法采用问卷调查、访谈和现场调研的方法,对上海市16个区级和1个市级区域全民健康信息平台进行调查和数据分析。结果两级全民健康信息平台数据开放共享程度总体不高,70%的平台数据开放范围仅限于机构内部或完全不开放,开放目的不明确,数据管理水平有待提高。结论区域全民健康信息平台的数据开放供给远不能满足需求,数据效能发挥受限。应提升精细化管理水平,开发量化评估工具和技术手段,在做好安全管控的基础上有序审慎地提高数据共享水平。Objective To understand the status of health and medical data sharing of Shanghai regional 2-level health information platforms,and to provide data basis and theoretical reference for the optimization of data resource management.Methods Questionnaire survey,expert consultation and field investigation were used to investigate and analyze the data of 16 district level and 1 municipal district health information platform in Shanghai.Results The data opening degree of Shanghai regional health information platform is generally not high,and there is still room for optimization of the data opening management.Conclusion The open data supply of regional health information platform is far less than the demand,so the risk and benefit assessment should be strengthened in management to improve the level of data opening and sharing.
