创新生态系统构建视阈下创新型企业的技术决策、技术突围与竞争优势培育--基于华为的技术战略研究

摘　　要：当前国际创新范式发生变革,世界科技竞争已由单一的技术竞争转变为创新生态系统的竞争。在复杂动态压力环境下,企业作为构建创新生态系统的主体,做好高效率技术决策、突破技术围堵、实现追赶超越是重要任务。华为作为优势创新型企业的代表,其采取的独特技术战略特别是背后的底层逻辑受到学者广泛关注。基于对典型性创新企业--华为进行分析,发现其耗散结构式的技术架构、基于“第一性原理”的技术导向、“力出一孔”的技术聚焦是其成功关键所在,其技术战略是新型举国体制在企业的典型范例。在此基础上,进一步分析了这些因素对于推动企业以技术突破实现整体跃迁的内在机理。最后,探讨了在我国当前创新生态系统构建视阈下企业完善技术架构、推动技术突围、打造创新优势的技术战略,提出相应对策。Nowadays the paradigm of innovation has changed,the global competition of science and technology has transferred from the competition of singular technology to the competition of innovation system.Under the complicated and stressed environment,as the main part of innovation system construction,it*s significant for enterprises to make effective technical decision,break the technical containment and achieve Catching up.Huawei Technologies Co.,Ltd as the representative of advantageous enterprises,its unique technology strategy and the underlying logic are widely concerned by scholars.The article analysed Huawei,the typical innovative enterprise,and discovered that the technical architecture like dissipative structures,the technology orientation based on First-principles and the"Force out of a hole" like technology focus are its key factors to success,and its technology strategy should be a typical example of the new national system in enterprises.Then,the article analysed the internal mechanisms of these factors to promote the the enterprise to achieve holistic transition by technological breakthrough.At Last,the article discussed the technology strategy enterprises should observe to complete technical architecture,break technical containment and get innovation superiority,and proposed some policy advices.
