摘 要:公立医院绩效考核政策的实施是强化供给侧结构性改革、推动公立医院高质量发展的关键。研究以政策执行为理论视角,以政策实施综合模型为依据,解析地方政府实施公立医院绩效考核政策的内在逻辑,构建地方公立医院绩效考核的具体工作路径。通过对地方公立医院绩效考核具体案例的分析,发现在公立绩效考核政策实施的初期阶段,如何解读政策目标、行动者准入网络、地方机构和政策企业家的治理能力三个因素有效推动了公立医院绩效考核政策的落地和实施。提出地方在构建公立医院绩效考核体系时可通过数据采集信息化、第三方评估、考核计分优化、考核结果应用四个方面进行优化和完善。The implementation of the performance appraisal policy among public hospitals is the key to strengthening supply-side structural reforms and to promoting the high-quality development of public hospitals.From the theoretical perspective of policy implementation and based on the comprehensive model of policy implementation,this research analyzed the internal logic of local government's implementation of performance appraisal policies among public hospitals,and constructs specific work paths for the evaluation of local public hospitals'performance.Through the analysis of specific cases of performance appraisal of local public hospitals,the results of this study showed that in the early stage of the implementation of performance appraisal policies among public hospitals,three factors,namely,the policy objectives interpretation,the access network of actors,and the governance capabilities of local institutions and policy entrepreneurs effectively promote the implementation of performance appraisal policies among public hospitals.It is proposed that local governments should optimize and improve the performance appraisal system of public hospitals through four aspects of data collection informatization,third-party evaluation,evaluation and scoring optimization,and application of evaluation results.
