摘  要:当前,高校基层管理队伍存在总体素质提升,成就动机较高;政策了解不同,工作认同较高;职业发展受限,倦怠现象突出;个人成长不足,后续发展乏力的现象。建设优质高校基层管理队伍要深化服务意识,承接服务功能;加强制度建设,优化人员配置;强化业务培训,增强服务能力;健全激励机制,提升工作效能;畅通发展渠道,激发工作热情,进而更好地承接高校“放管服”改革。Currently in the overall quality of the grass-roots management team in universities there exist such phenomena as improved overall quality and higher achievement motivation,policy-understanding difference and higher work identity,limited career development and prominent burnout,insufficient personal growth and weak follow-up development.To build a high-quality grass-roots management team in universities,it is necessary to deepen service awareness and undertake service functions,strengthen system construction to optimize personnel allocation,reinforce business training to enhance service ability,perfect the incentive mechanism to heighten work efficiency,smooth development channels and stimulate work enthusiasm so as to better undertake the reform of "power decentralization,management improvement and service optimization".
