摘　　要：信息素养是现代公民科学素养的重要组成部分,公共图书馆作为社会公共教育机构,在公民信息素养教育方面承担着重要责任。文章阐述了中国公共图书馆信息素养教育制度建设的现实驱动因素,在理论层面构建起中国公共图书馆信息素养教育制度体系框架,并阐述制度框架内容和运行逻辑。为推动公共图书馆信息素养教育制度体系建设实践和落实,要重点加强信息素养教育专门制度的供给、完善公共图书馆信息素养教育制度内容、广泛吸收国内外相关制度建设经验、健全公共图书馆信息素养教育制度运行机制。Information literacy is an important part of modern citizens’scientific literacy.As a social public education institution,public library bears an important responsibility in citizen information literacy instruction.This paper analyzes the realistic driving factors of the construction of information literacy instruction system in China’s public libraries,establishes a system framework at the theoretical level,and expounds the content and operation logic of the system framework.In order to promote the practice and implementation of the system,we should focus on strengthening the supply of specialized systems,improving the content,extensively absorbing the relevant system construction achievements at home and abroad,and improving the operation mechanism of information literacy instruction system of public library.
