摘 要:本文基于区域绿色创新多维度评价视角,选用粤闽浙沿海城市群13个城市2013年-2019年数据,分别运用基于规模效益分析需求的BCC模型、K均值聚类分析法、基于双边比较分析需求的Bilateral SBM模型和考虑了工业排放非期望产出约束的Undesired SBM模型,测度了粤闽浙沿海城市群在不同约束下的绿色创新效率,并进行了不同维度效率的可视化构图。结果表明,粤闽浙沿海城市群存在一定程度的绿色创新发展不均衡现象,群内城市出现了显著的发展层次差异,部分沿海工贸城市的绿色效率达到了较高发展水平,为群内城市树立了发展标杆。根据研究结果,从增加区域创新要素投入统筹力度、加大区域内城市协作发展规划力度和执行效度以及完善和规范绿色创新产出要素的分配和交易机制等角度提出了促进粤闽浙沿海城市群协调、均衡和可持续绿色创新发展建议。Based on the multi-dimensional evaluation perspective of regional green innovation,this paper selects the data of 13 cities in Guangdong,Fujian and Zhejiang coastal urban agglomeration from 2013 to 2019,and uses the BCC model based on the demand of scale benefit analysis,the bilateral SBM model based on the demand of bilateral comparative analysis,and the undesired model considering the constraint of unexpected output of industrial emissions SBM to model measure the green innovation efficiency of these coastal urban agglomerations under different constraints,and visualize the efficiency of different dimensions. The results show that there is a certain degree of imbalance in the development of green innovation in the coastal urban agglomerations of Guangdong,Fujian and Zhejiang. There are significant differences in the development levels of the cities in the agglomerations. The green efficiency of some coastal industrial and trade cities has reached a higher level of development,and set up a development benchmark for the cities in the agglomerations. Some policy suggestions are put forward to promote the coordinated,balanced and sustainable green innovation development of Guangdong,Fujian and Zhejiang coastal urban agglomerations from the perspectives of increase the input and coordination of regional innovation elements,increase the planning strength and implementation validity of regional urban collaborative development,and improve and standardizing the allocation and trading mechanism of green innovation output elements.
