摘  要:我国已推行长护险制度的试点地区,大多数将医保基金作为主要筹资来源,这一方面使得长护险过度依赖医保基金,不能确保长护险的独立性,另一方面我国医保基金自身统筹层次偏低,随着长护险参保对象范围的扩大,仅依赖医保基金的划拨势必导致医保基金财务压力过大,不利于两者之间的持续性与稳定性。因此,我国长护险筹资机制既要重视政府责任,又要强调单位和个人的缴付义务,在此基础上厘清政府、单位和个人的责任划分。Most of the pilot areas in China that have implemented the long-term care insurance system use medical insurance funds as the main source of funding.On the one hand,long-term care insurance is overly dependent on medical insurance fund and cannot ensure the independence of long-term care insurance.On the other hand,China’s medical insurance fund itself is on the low level of coordination.With the expansion of the scope of long-term care insurance,only relying on the allocation of the medical insurance fund that will inevitably lead to excessive financial pressure on the medical insurance fund,which is not conducive to the continuity and stability between the two.Therefore,China’s long-term care insurance financing mechanism should not only attach importance to government responsibilities,but also emphasize the payment obligations of units and individuals,and clarify the division of responsibilities between the government,units and individuals on this basis.
