摘 要:随着城市化进程的不断完善,城市停车难的问题不断加剧。根据经济杠杆原理,对停车泊位进行差异化收费定价,对停车行为进行有效地诱导,是抑制停车的需求的重要手段。研究在考虑用地性质的基础上,对路内停车泊位和路外停车泊位分别讨论,结合车流波动理论以及成本效益分析,在国家以及上海市相关标准的基础上,得到考虑用地性质的停车定价模型。用地性质影响着泊位的需求,考虑用地性质的停车定价模型可以更好地平衡泊位供需关系,为无法配建更多泊位的城市中心区提供解决“停车难”问题的方法,改善城市居民的出行质量。With the continuous improvement of urbanization process,the problem of urban parking difficulties aggravates constantly.According to the Lever of Economy,differential pricing of parking lots and effective guidance of parking behavior are important methods to restrain parking demand.Based on the consideration of land use,this study separately discusses in-street parking lots and off-street parking lots.Based on traffic flow wave theory,cost-effectiveness analysis and relevant national and Shanghai standards,a parking pricing model is obtained,considering the influence of land use.As the land use affects the demand for parking lots,a parking pricing model considering the influence of land use can balance the supply and demand of parking lots better.This study provides a solution to the problem of"parking difficulties"in urban centers where no more parking lots can be built,and improves the travel quality of urban residents.
