摘  要:利用北京师范大学的一项调查数据,在双因素激励理论的指引下利用因子分析和回归分析方法检验了志愿者激励政策的实施效果。结果发现:目前大学生志愿者所获得的政策激励基本属于保健因素范畴,而非真正能增加满意度的激励措施,因而虽然也能短暂提升志愿者的服务意向,但最终并不能提高受激励者的实际参与积极性;政策设计者的初衷,即通过各种激励措施提高大学生的志愿参与水平,难以实现。改变现状的出路在于,将政策设计的焦点转向志愿服务组织能力建设和服务意识培养。Using a survey data of Beijing Normal University,this article uses factor analysis and regression analysis to test the implementation effect of volunteer incentive policies under the guidance of two-factor incentive theory.The results find that the current policy incentives for college student volunteers basically belong to the category of hygiene factors,rather than incentives that can actually increase satisfaction.Therefore,although it can temporarily increase the volunteers service intentions,they cannot ultimately improve the incentives.The basic goal of the policy designers,that is,to improve the level of voluntary participation of college students through various incentive measures,seems to have basically failed.The way to change the status quo is to shift the focus of policy design to the capacity building of voluntary service organizations and the cultivation of service awareness.
