摘　　要：着眼于申请人诉求和行政复议化解行政争议手段之间的相互关系及其地位作用开展行政复议化解行政争议类型化研究,重视过程分析,推动工作机制的创新和完善,有助于充分发挥行政复议化解行政争议主渠道作用。加强对行政复议化解行政争议类型化的研究,探索建立更加公开、公平、公正的行政复议审理机制,构建强调动态流程的行政复议化解行政争议类型化体系,使行政争议的解决更规范、可预期,对于提高行政复议的权威性和公信力,将行政复议建设成为化解行政争议的主要渠道,具有重要的实践意义。Focusing on the relationship between the applicant’s demands and the means of administrative reconsideration to resolve administrative disputes,as well as their status and role,it is helpful give full play to the role of administrative reconsideration as the main channel to resolve administrative disputes to carry out the research on the classification of administrative reconsideration to resolve administrative disputes,attach importance to process analysis,and promote the innovation and improvement of the working mechanism.We should strengthen the research on the classification of administrative reconsideration to resolve administrative disputes,explore the establishment of a more open,fair and just administrative reconsideration trial mechanism,and build a classification system of administrative reconsideration to resolve administrative disputes that emphasizes dynamic process,so as to make the settlement of administrative disputes standardized and predictable,improve the authority and credibility of administrative reconsideration,and build administrative reconsideration into a model of resolving administrative disputes.It has important practical significance.
