民族地区城乡居民医疗保险制度整合治理的现代化——基于甘肃民族地区的考察

摘　　要：制度建设与制度完善是促进国家治理体系与治理能力建设的关键,而国家健康治理体系与治理能力的现代化,是实践中共十九届五中全会精神与落实“十四五规划”中之“健康中国建设”的核心要义;作为国家健康治理的重要组成部分,城乡居民基本医疗保险制度整合对于推进该治理的现代化具有重要的学术价值与现实意义;而民族地区城乡居民基本医疗保险制度整合治理的现代化,能显著影响民族地区现代化的推进。本文基于“体制吸纳力-制度整合力-政策执行力”治理逻辑,分析甘肃省民族地区城乡居民基本医疗保险制度整合专项治理政策的实践效果,进而探究民族地区城乡居民基本医疗保险制度整合治理的现代化。System construction and system improvement is the foundation of strengthening national governance system and governance capacity.And the modernization of national health governance system and governance capac⁃ity is the key to practicing the spirit of the fifth plenary session of the 19th CPC Central Committee and implement⁃ing the healthy China construction in the 14th Five-year Plan.As an important part of national health governance system,the integration of basic medical insurance system for urban and rural residents has important academic val⁃ue and practical significance for promoting its modernization.The modernization of the integrated governance of the basic medical insurance system for urban and rural residents in ethnic minority areas has a significant impact on the modernization of ethnic minority areas.Based on the governance logic of“system absorption force,system integra⁃tion force and policy implementation force”,this paper analyzes the practical effect of the special governance policy of the integration of the basic medical insurance system for urban and rural residents in minority areas of Gansu Prov⁃ince,then explores the modernization of the integrated governance of the basic medical insurance system for urban and rural residents in minority areas.
