摘　　要：苏联解体后,俄罗斯向市场经济转型已走过30年历程。从时代内容和历史发展的主导力量看,这30年可分为叶利钦和普京两大时期。20世纪90年代,叶利钦治下的俄罗斯通过激进改革迅速破除了传统的计划经济体制,但市场化改革却难言成功。与同期进行转型的国家相比,无论在经济转型的模式和转型后市场经济的成熟度,还是经济发展的绩效方面,俄罗斯都表现出明显的分化和落差。苏联计划经济体制的沉疴痼疾、经济转型政治化、简单照搬西方模式、政府治理缺位等是转型不成功的重要原因。2000年普京上任后提出强国富民、建设强大的俄罗斯的明确目标。普京执政的前8年对叶利钦时期的转型政策进行了全面调整,与此同时,在国际石油价格反复拉升的支持下,俄经济经历了快速增长的"黄金8年"。2012年以来,俄罗斯经济进入其经济史上最长的停滞期。究其原因,经济对资源的高度依赖、制造业发展滞后、国家对经济高度垄断带来的低效率以及地缘政治竞争导致外部环境恶化等成为制约俄经济增长的内外因素,其中内部因素的影响相对更大。普京时期俄罗斯经济转型和增长的实践表明,制度、自然资源与经济增长之间存在必然联系。一方面,丰富的自然资源及其高收益掩盖了俄罗斯经济内在的问题,减轻了经济转型和改革的压力,另一方面,弱化的制度又阻碍了创新和自然资源的合理利用。在未来的"长普京时代",如何通过经济转型和结构改革实现较快增长,走出一条符合俄罗斯国情的创新型经济发展道路,提高国际竞争力,改善民生福祉,仍然是俄罗斯面临的巨大挑战。Russia’s Market reform during the Yeltsin era is not a success and the failure can be attributed to diverse factors,e.g.,chronic problems inherited from the central planning system during the Soviet era,indiscriminate transplantation of the Western model,etc.Explicitly defining a mission to build a powerful Russia by making the nation strong and people wealthy,Putin fundamentally changed Yeltsin’s transition policies and hence Russia’s economy grew rapidly during the first eight years of his tenure.However,the economy has entered a phase of stagnation since 2012 as a result of the reliance on natural resources,laggard manufacturing industry,state monopoly,and geopolitical rivalry.The economic transition and growth in the Putin era imply a positive connection between institution,natural resources and economic growth.Russia is still facing radical challenges as it has to achieve rapid growth through economic transition and structural reforms in pursuit of a path for economic development,which is characterized by the enhancement of international competitiveness and the improvement of living standards.
