摘　　要：智库是思想或智能的一种集合,其在政府决策中发挥着至关重要的作用。教育智库在一个国家教育事业改革与发展的决策中具有重要的支持作用。韩国教育开发院是韩国重要的现代智库之一,其组织要素包括协调合作、能力发展、打破边界和组织联系。它通过组织引导与行动一致的协调合作,整合资源与提升能力的能力发展,增强直接服务客户的可能性而打破边界,与外部组织建立业务联系而增强组织联系,由此实现组织行动、资源整合和使命履行。协调合作是韩国教育开发院组织行动的集体导向、能力发展是整合资源的组织需要、打破边界是客户需要的客观需要、组织联系是服务优化的更高要求。它作为国家教育智库也存在独立性有待进一步增强、研究人员岗位吸引力不足、受到智库产业发展的冲击等问题,如何根据社会发展趋势和自身组织特性生产出接地气的智库产品是其亟待解决的问题。Think tank is a collection of ideology or brainpower,which plays a vital role in government policy decision.Educational think tank plays an important supporting role in the decision-making of educational reform and development in a country.Korean Education Development Institute is one of the important modern think tanks in Korea.Its organizational elements include coordination and cooperation,capacity development,breaking the boundaries and organizational contact.It breaks boundaries by guiding the coordination and cooperation with same action,capability development of resources integration and capability improvement,enhancing the possibility of direct customer service,so as to establish business relations with external organizations and strengthen organizational relation,and finally realizes resource integration,actions organization and mission fulfillment.Coordination and cooperation are the collective guidance of Korean Educational Development Institution organization action,ability development is the organizational need of resources integration,breaking the boundary is the objective need of customers,organizational contact is the higher requirement of service optimization.As a national education think tank,it also has some problems such as the needs to further strengthen its independence,the lack of attraction of researcher post and the impact from the development of think tank industry.How to produce localized think tank according to the social development trend and self-organizational characteristics is an urgent problems to be solved in the future.
