摘　　要：“规划”是中国政治实践的重要治理经验,也是中国共产党治国理政的一种重要方式。“规划国家”是对“国家规划”概念的拓展,是能够更加系统概括和诠释“中国之治”的概念性图式,在“方法论”和“治理体制”层面形塑着中国共产党治国理政的内在逻辑。中国共产党、人民代表大会、各级政府、社会大众被紧密编制到“规划国家”这个多层级、多主体的治理体系,党的主张、国家意志和人民行动在“规划国家”治理体系中得以转化和彰显。其中,项目制、干部责任制、政策试验等机制分别作为“规划国家”的依托机制、激励机制和修正机制,推动“规划国家”的有效运作以及中国共产党战略目标的实现。“规划国家”有效推动了中央与地方权威的结构性变化、国家与市场的良性互动,促进了中国共产党执政能力提升。“Planning”serves not only an important governance experience in China’s political practice,but also an important way for the Communist Party of China to govern the country.“Planning state”is an expansion of the concept of“national planning”,a conceptual schema that can more systematically summarize and interpret“the governance of China”,and shape the internal logic of the CPC’s governance in terms of“methodology”and“governance system”.With this scheme,a multi-level and multi-agent governance system,the Party,people’s congresses,governments at all levels and the general public have been closely compiled,and through this scheme,the Party’s ideas,the state’s will and people’s actions have been transformed and demonstrated.Its supporting mechanism,incentive mechanism and correction mechanism lie in the project system,the official accountability system,the policy experiment which altogether promote the effective operation of the scheme and the realization of the Party’s strategic objectives.“Planning state”has promoted the structural changes of the central and local authorities,the benign interaction between the state and the market,thus enhancing the governance capacity of the Communist Party of China.
