摘　　要：省级来华留学教育政策引导着各地区的来华留学教育发展。作为“一带一路”和长江经济带联结点上的重要城市,重庆能够为“一带一路”建设的人才培养发挥更大作用。采用内容分析法,从政策工具的视角对京、津、沪、云、川、渝六省市的来华留学政策进行比较研究。结果表明,重庆在整体政策结构上呈现出重环境、轻需求的特点;在来华留学培养模式、教育机构、企业参与来华留学教育等方面的供给型政策制定略显不足;留学生在渝就业创业等需求型政策与来华留学教育的对接有待加强;环境型政策中关于教育质量保障体系的政策制定较薄弱,并缺乏与来华留学教育相关的其他配套措施。重庆市来华留学教育需挖掘和整合优势资源,加强来华留学教育供给型政策制定,改善优秀来华留学生在渝就业创业的机制和环境,建立完整的来华留学教育政策链条。The provincial policy for international students’education(ISE)provides guidance for the development of ISE in the local area.As an important connection point between the“Belt and Road”and Yangtze River Economic Belt,Chongqing can play a more important role in the talents cultivation.Using the method of content analysis,a comparative study was made on the ISE policies of Beijing,Tianjin,Shanghai,Sichuan,Yunnan and Chongqing from the perspective of policy tools.The results show that the overall policy structure of Chongqing is characterized by attaching importance to the environment and neglecting the demand,with slightly insufficient supply-oriented policy-making in the ISE cultivation mode,participation of educational institution and enterprise,comparatively poor connections between ISE and demand policies about employment and entrepreneurship of international students,relatively weak education quality assurance system and a lack of other supporting measures in the environmental policies.It is necessary to explore and integrate the superior resources of ISE in Chongqing,to strengthen the supply-oriented policy formulation of ISE in China,to improve the mechanism and environment of excellent international students’employment and entrepreneurship in Chongqing,and to establish a complete policy chain of ISE education in China.
