摘 要:为发挥目标的导向与激励作用,管理活动中科学合理的评价需同时关注趋势发展等过程信息以及目标完成情况等结果信息。针对管理者设定目标值的评价问题,融入“激励”思想,提出一种不同激励偏好下的动态综合评价方法。该方法分别在管理者的“状态”激励、“趋势”激励和“状态-趋势”双重激励偏好下,构建相应的考虑目标值的激励模型以修正被评价对象原始指标值,得到具有激励特征的评价结果。方法被用于陕西省临床医学研究中心科研绩效动态评估实例中,验证所提出方法的可行性与有效性。In order to give full play to the guidance and incentive function of objectives,scientific and reasonable evaluation in management activities should pay attention to the process information such as trend development and the result information such as the completion of objectives.Aiming at the evaluation problem of managers setting target value,this paper puts forward a dynamic comprehensive evaluation method under different incentive preferences by integrating the idea of"incentive".This method constructs the corresponding incentive model considering the target value under the"state"incentive,"trend"incentive and"state trend"dual incentive preferences of managers to modify the original index value of the evaluated object and obtain the evaluation results with incentive characteristics.The method was applied to the dynamic evaluation of scientific research performance in Shaanxi clinical medical research center to verify the feasibility and effectiveness of the proposed method.
