党组织建设对于民营企业贷款问题的纠偏效果研究

摘　　要：改革开放是中国共产党探索社会主义与市场经济有机结合的历程,民营企业的党组织建设是其中一项重要的制度创新。文章通过理论分析发现,通过提高政策有效性、运用党组织资源、作为信息中介和提供产权保护,党组织这一常态化、组织化和制度化的政治参与机制,能够有效纠正民营企业贷款过程中存在的问题。继而,基于全国私营企业调查的数据论证支持了文章的理论分析:党组织的确有助于民营企业获得银行贷款,而且提高了信贷资源的配置效率,并有助于纠正企业通过寻租获得贷款的偏好。基于以上结论,文章认为党组织建设是实现民营经济高质量发展的制度保障,为构建亲清新型政商关系提供了具体路径。Reform and opening up is a process for the Communist Party of China to explore the integration of socialism and market economy, and strengthening Party organizations of private enterprises is one of the important institutional innovations. Through theoretical analysis, this paper finds that the Party organizations of private enterprises, as one of the normalized, institutional, and organizational political participation mechanisms, can effectively correct the wrong tendency in the process of private enterprises obtaining loans, through the mechanisms of improving policy effectiveness, using Party organization resources, acting as information intermediaries, and protecting property rights. Then, the data analysis based on the national private enterprise survey supports our theoretical analysis: Party organizations do help private enterprises obtain bank loans, improve the allocation efficiency of credit resources, and effectively correct the preference of enterprises to obtain loans by rent-seeking. Based on the above conclusions, this paper believes that strengthening Party organizations is the institutional guarantee for the high-quality development of the private sector and provides a specific path to the building of a new type of cordial and clean relationship between government and business.
