民机研制项目管理体系建设研究

摘　　要：大型复杂航空产品具有知识密集、技术密集、资本密集、投入大、周期长和风险高等特点,为有效实现项目目标,民机主制造商采用项目管理作为民机型号研制工作的主要模式,并需要建立与之相匹配的项目管理体系。本文分析了民机主制造商项目管理体系建设目标,探讨了一套针对民机研制的项目管理体系及其主要组成要素,说明了实现该体系建设所需的保障措施,并在实践中建立了规划—计划的二级实施模式。Large complex aviation products have the characteristics of knowledge intensive,technology intensive,capital intensive,large investment,long cycle and high risk.In order to effectively achieve the project objectives,the civil aircraft manufacturer adopts project management as the main mode of civil aircraft model development,and needs to establish a matching project management system.This paper analyzes the construction objectives of the project management system of civil aircraft manufacturers,discusses a set of project management system for civil aircraft development and its main components,explains the guarantee measures required to realize the construction of the system,and establishes the two-level implementation mode of planning and planning in practice.
