摘 要:为了解决我国物流企业中服务满意度低,内部高级人才匮乏,基层员工自然流失率高,人岗不匹配等人力资源管理配置问题。文中首先,分析胜任力模型(Competence Model,CM),展示胜任力模型当中最为突出的两类模型——冰山模型与洋葱模型;其次,分析DB物流公司人力资源情况,主要分析DB公司的人力资源架构。结合胜任力模型当中的属性分类,从DB公司的实际情况出发,设计出适合国内大部分企业适用的人力资源配置方案,并结合胜任力考评流程进一步优化物流企业人员分类,分为高效人员、需培训人员,需调岗人员以及需劝退人员,使得人力资源配置工作高效化,专门化。研究表明,将胜任力因素纳入人力资源配置方案中去,并结合胜任力模型制定科学透明的人力资源考评流程,有利于实现人力资源管理效率,实现人岗合一的人力资源配置局面,提高物流企业员工专业素养与服务质量,激发物流企业员工工作积极性、提高物流企业的服务满意度,为建设适合我国物流企业的人力资源配置方案提供理论借鉴与实践方向。In order to solve human resources management allocation problems,such as low satisfaction with the service provided by China s logistics enterprises,the lack of internal senior talents,the high loss of grassroots staff,the mismatch between staff and posts,the Competence Model(CM)is elaborated firstly,showing the two most prominent models of CM-Iceberg Model and Onion Model.Secondly,the status of the human resources of DB logistics company is analyzed,highlighting its human resources structure.Based on the CM attribute classification and the status of DB logistics company,a suitable human resource allocation scheme is designed for most domestic enterprises.Personnel are also divided into efficient staff,training-needed staff,reassigned staff,and the staff to be dismissed in accordance with the competency assessment to optimize and specialize logistics enterprise personnel.Studies show that the competency factors incorporated into the human resources allocation scheme,together with the competency model to establish scientific and transparent human resources evaluation procedure,are conductive to improving the human resources management efficiency and promoting person-post matching,thus improving logistics enterprise employees professional quality,stimulating their work enthusiasm,and helping them to offer high-service satisfaction.The study will provide theoretical and practical reference for designing a human resources allocation scheme suited to China s logistics enterprises.
