乡村振兴进程中村官腐败及其有效治理

摘　　要：党的十九大以来,在不断推进乡村振兴的进程中,由于一些基层党组织建设不到位,个别村官思想意识落后,有效的监督村官的体制机制不健全,使得一些地方村官腐败越发严重。目前,村官腐败呈现出手段多样化、腐败金额扩大、腐败内容广泛、涉及到的人员广泛等新的特点,已经成为了乡村振兴进程中的最大的“拦路虎”和“绊脚石”。为此,必须通过强化基层党组织建设,完善相关法律法规,建立纵横交错的监督网络,加强对村官的思想教育引导,完善村官晋升机制等途径有效治理乡村进程中的村官腐败,并在此基础上构建起一个风清气正的乡村发展环境,推动乡村振兴战略不断向前发展。Since the 19th National Congress of the Communist Party of China(CPC),in the process of promoting rural revitalization,the corruption of some local village officials is worsening due to the inadequate construction of some primary Party organizations,the backward ideology and consciousness of some village officials,and the imperfect system and mechanism for effectively supervising village officials.At present,the corruption of village officials presents new characteristics,such as diversification of means,expansion of the amount of corruption,diversified content of corruption,and various personnel involved.It has become the biggest hinderance and"stumbling block"in the process of rural revitalization.Consequently,corruption in village officials should be handled effectively by means of strengthening the construction of primary party organization,consummating the relevant laws and regulations,establishing a crisscross network of supervision in order to strengthen the ideological education of village official guidance and improve the village official promotion mechanism.Eventually,building up a honest and righteous atmosphere to promote the sustained growth of rural revitalization.
