摘　　要：目的在新一轮医药卫生体制改革政策引领下,研究制订门诊绩效考核体系,并对绩效考核体系的整体实施效果进行客观、准确的评价。方法以医院门诊部作为研究对象,通过制度宣传、奖罚通报提醒、加强巡查及关注满意度,保证绩效考核体系及考核措施的全面落实。结果在绩效考核体系引导及具体措施的实施下,医院平均住院日、床位使用率、病床周转率、每名医生日门诊人次、人均业务工作量、准点出诊率、预约率等指标得到显著改善。结论绩效考核对于激励门诊医务人员工作起到了积极正面的引导作用,有利于提升患者满意度和就医体验。Objective To develop an outpatient performance appraisal system under the guidance of the new medical and health system reform policies and to make an objective and accurate evaluation of its overall implementation effect.Methods With the outpatient department as the research object,we ensured the comprehensive implementation of the performance appraisal system and measures through policy publicity,reward and punishment notification,enhancing inspections,and focusing on satisfaction.Results After the introduction of the performance appraisal system and the implementation of specific measures,the average hospitalization days,bed utilization rate,bed turnover rate,daily outpatient visits per doctor,per capita workload,on-schedule rate of doctors’outpatient visits,appointment rate,and other relevant indicators have been significantly improved.Conclusions Performance appraisal plays a positive and guiding role in motivating medical staff in outpatient department and it helps to improve patient experience and satisfaction.
