摘　　要：作为一种超越分散管理的重要备选机制,海洋综合管理在很长一段时间内得到学界的广泛认同。然而,实践层面却展现了完全不同的逻辑。自2018年以来,中国海洋管理改革重塑了2013年改革所确立的“综合管理”的改革思路,昭示着中国的海洋治理进入新纪元。为何2018年以来的改革要对2013年确立的海洋综合管理的改革思路改弦易张?本文聚焦于海洋执法机构整合阻滞的组织学分析,立足于2013-2017年中国海洋执法机构整合过程,从组织层次序列情境中相互联系的政治体制、职能机关、机构性质等方面挖掘了海洋综合管理重塑的组织机理,明确了当前中国海洋行政体制改革思路重塑的缘由及其科学性。研究挑战了国际和国内文献中的一种趋势,即将海洋领域中的综合管理视为一种协调战略。海洋综合管理思路的重塑过程为体制改革提供了重要启示。As an important alternative mechanism beyond decentralized management,marine integrated management is widely accepted by the academic circles.However,the practical level shows a completely different logic.Since 2018,China’s marine management reform reshaped the reform idea of“integrated management”established in 2013,which indicates that China's marine governance enter a new era.Why did the reform of integrated marine management change?This paper focuses on the organizational analysis of the blocking of the integration of marine law enforcement agencies,based on the integration process of China’s marine law enforcement agencies from 2013 to 2017,and explores the organizational mechanism of the remodeling of marine integrated management from the aspects of the political system,functional organs,and institutional nature in the context of organizational hierarchy sequence,The reason and scientific of the remolding of China’s marine administrative system reform are clarified.The research challenges a trend in the international and domestic literature that integrated marine management is regarded as a coordinated strategy.It provides an important enlightenment for the system reform.
