中国十大城市群高技术产业创新效率测度及影响因素研究

摘　　要：以中国十大城市群高技术产业为研究对象,基于2011—2018年创新投入产出数据,运用数据包络模型分别测算十大城市群高技术产业创新效率,并对其进行静态、比较静态和动态分析。研究表明:2011—2017年中国十大城市群高技术产业创新的Malmquist指数整体大于1,创新效率总体改善明显;其中,京津冀、川渝等城市群由于技术效率降低导致产业创新效率下降,珠三角、长三角等城市群产业创新效率的提升则主要源于技术进步的增长。最后运用Tobit模型进一步从创新主体、创新环境两个维度,具体分析十大城市群高技术产业创新效率的影响因素,发现企业自主创新倾向、研发强度是高技术产业创新效率提升的关键因素。Taking the high-tech industries in ten urban agglomerations in China as the research object,based on the innovation input-output data from 2011 to 2018,this paper uses the DEA-Malmquist mod-el to measure the innovation efficiency of the high-tech industries in ten urban agglomerations respec-tively and conducts static,comparative static and dynamic analysis.The result shows that the overall Malmquist index of high-tech industry innovation in China’s top ten urban agglomerations from 2011 to 2017 is greater than 1,and the overall innovation efficiency has improved significantly.The industrial in-novation efficiency of the Beijing-Tianjin-Hebei,Sichuan-Chongqing decreased due to the reduction of technological efficiency,whereas the industrial innovation efficiency in the Pearl River Delta,Yangtze River Delta improves due to the growth of technological progress.Finally,the paper uses the Tobit model to further analyze the influencing factors of the innovation efficiency of high-tech industries in the ten ur-ban agglomerations from the perspectives of innovation subject and innovation environment,it is found that enterprises'independent innovation tendency and R&D intensity are key factors for the improve-ment of high-tech industry innovation efficiency.
