三螺旋理论视域下高校技术转移转化体系建设刍议

摘　　要：针对目前我国高校技术转移转化存在动力不足、效率不高等问题,指出高校技术转移转化体制机制存在科研导向有偏差、政策体系欠完善、体制壁垒尚未打通、金融支持不充分、服务支撑能力不足、转化链条和评价标准亟待加强等问题,提出特色发展、产教融合的战略定位,以及服务团队专业化、技术成果信息化、运营模式市场化和转化合作国际化的发展思路,并利用三螺旋理论协同机理构建高校技术转移转化体系协同创新模型,探索创新链、产业链、人才链、政策链、资金链融合新机制。最后提出强化顶层设计、组建专业团队、畅通转化渠道、突出需求导向和开展国际合作等对策建议。Considering the problems of insufficient power and low efficiency of technology transfer and transformation in Chinese universities,this paper points out that there are some problems in the system and mechanism of college technology transfer and transformation,including deviation in scientific research orientation,imperfect policy system,institutional barriers have not been opened,insufficient financial support,insufficient service support ability,transformation chain and evaluation standards that need to be strengthened.Therefore,the paper proposes the strategic positioning of characteristic development and the integration of industry and education,as well as the development ideas of service team specialization,technical achievement informatization,operation mode marketization and transformation and cooperation internationalization.In addition,the paper uses the three-spiral theory collaborative mechanism to build a collaborative innovation model of college technology transfer and transformation system,and explores the new integration mechanism of innovation chain,industrial chain,talent chain,policy chain and capital chain.Finally,the paper puts forward countermeasures and suggestions such as strengthening top-level design,establishing professional teams,smooth transformation channels,highlighting demand orientation and carrying out international cooperation.
