摘 要:尽管新冠肺炎疫情给国际贸易带来巨大冲击,但中国与东盟双边贸易却逆势上扬。2020年东盟首次成为中国最大贸易伙伴,为中国与东盟的经贸合作打开新局面的是跨境电商。但中国与东盟国家现阶段开展跨境电商业务时仍面临许多问题,主要表现在中国与东盟间的支付方式不匹配、东盟的物流设施落后且缺少先进技术支撑、跨境电商人才缺乏等方面。为此提出了五点建议:进一步推进人民币跨境支付系统工程的建设,提升跨境电商电子支付效率;积极投资物流基础设施,缩短跨境电商货物周转时间;提高技术支撑,保障产品和支付网络安全;构建跨境人才培养体系,解决人才缺口问题;将保税仓储和海外仓储相结合,缓解跨境电商成本压力。Despite the impact of COVID-19 on traditional international trade, the bilateral trade between China and ASEAN has been on the rise. In 2020, ASEAN became China’s largest trading partner for the first time, and it is cross-border e-commerce opened a new stage for economic and trade cooperation between China and ASEAN.However, China and ASEAN countries still face many problems when carrying out cross-border e-commerce business at the present stage, which are mainly manifested in the mismatch of payment methods between China and ASEAN, the backward logistics facilities and the lack of advanced technology support in ASEAN, and the lack of crossborder e-commerce talents. To this end, five suggestions are put forward: Further promote the RMB cross-border payment system project to improve the efficiency of cross-border e-commerce electronic payment;Actively invest in logistics infrastructure to shorten the turnaround time of cross-border e-commerce;Improve technical support to ensure product and payment network security;Build a cross-border talent training system to solve the problem of talent gap;Combine bonded warehousing with overseas warehousing to ease the cost pressure of cross-border e-commerce.
