摘  要:针对多院区公立医院分散式布局带来的资源配置重复、学科优势分散、管理模式粗放和人力资源僵化等弊端,宁夏回族自治区人民医院自主打造以支付结算为纽带的互联网医院,以统一全成本核算、物资监管、临床药学管理、电子病历质控、门诊自助及远程医疗服务平台建设为支撑,建成了5个院区资源配置、学科整合、成本控制、医疗护理一体化管理模式;建立符合医疗行业特点的人事和岗位薪酬制度、实施新型诊疗组和护理病区服务模式、全面推行预算管理和成本核算管控机制,构建了多院区公立医院一体化治理体系。In view of the disadvantages of repeated resource allocation,dispersed discipline advantages,extensive management mode and rigid human resources brought by the decentralized layout of multi-branches in public hospitals,the People’s Hospital of Ningxia Hui Autonomous Region has independently built an Internet hospital linked by payment and settlement.With the support of unified cost accounting,material supervision,clinical pharmacy management,electronic medical record quality control,outpatient self-service and telemedicine service platform construction,the hospital has built an integrated management model of resource allocation,discipline integration,cost control and medical care among five branches.The hospital innovated personnel and post salary system in line with the characteristics of the medical industry,implemented service mode of new diagnosis and treatment group and nursing ward,comprehensively implemented budget management and cost accounting control mechanism to achieve the construction of the integrated governance system of multi-branches public hospitals.
