摘  要:我国高考招生政策对西部和欠发达地区采取了一定的倾斜措施,但当前省际高等教育发展差距有进一步扩大的趋势,分省定额录取政策对教育公平的影响也因此受到一些非议。以教育公平为理论视角,梳理了从统一招生向分省定额转变的高考招生政策演进历程,分析了分省定额录取政策带来的招生名额分配和录取分数线的差异以及由此导致的"高考移民"等问题。应合理布局优质高校资源,宏观调控高校招生名额,缩小基础教育水平差距以进一步完善我国高考招生制度。The policy of college entrance examination has adopted some preferential policies to the western regions and the less developed areas,but the current gap in the development of provincial higher education is widening,the fairness of the admission policy at provincial scale has been criticized.From the perspective of education fairness,this paper combs the evolution of the transition from national unified enrollment to admission at provincial scale in the college entrance examination,analyzes the distribution of the quotas and the difference of the admission marks and the phenomenon of"College Entrance Examination Inrnigrants"caused by the provincial scale admission,and puts forward some suggestions to further improve its fairness:distributing high-quality college resources rationally;exercising macro-control over the enrollment quota of colleges and universities;narrowing the gap in basic education.
