仪式团结与行动外溢:草根组织的自主性生产与发展策略

摘　　要：本文从组织嵌入地方性知识的视角,探讨以老年人协会为典型的草根组织的自主性生产机制与发展策略。在老年人协会自主性生产与运作深嵌地方性习俗的复兴与兴盛过程中,地方性知识中的仪式作为团结机制强化了老年人协会组织的整合性与权威性,但易引发草根组织自主性发展的不确定性:一方面,仪式团结机制促成老年人协会从松散型结构向紧密型组织形态转变,仪式团结具有增强组织权威、提升组织整合能力、强化资源汲取以及构建空间单位认同等多重功能。另一方面,其自主性与行动力过强则产生权力越界、行动外溢等问题,即卷入乡村选举、集体经济发展与政府治理,从而冲击村庄秩序。草根组织自主性面临着发展过程的悖论,即要获得自主性则需要不断跨越组织边界汲取要素与资源,然而,跨越组织边界就易于发生行动外溢,进而动摇组织生存的合法性根基。所以,草根组织需要明确的是合理确定组织功能扩展范围,在地方政府提倡与界定的范围内开展活动,进而成为政府与社会沟通的重要辅助力量。The study explores the autonomous production mechanism and operation dilemma of the typical grassroots organization of the elderly association from the perspective of the organization embedded in local knowledge.The autonomous operation of the elderly associations are deeply embedded in the process of the revival and prosperity of local customs.The rituals in the local knowledge as a solidarity mechanism strengthen the integration and authority of the elderly associations;however,it is also easy to cause the uncertainty of the independent development of grassroots organizations:On the one hand,the ceremonial solidarity mechanism promotes the transformation of the elderly’s association from a loose structure to a compact organizational form.The ritual solidarity promotes the establishment of organizational authority,the improvement of integration capabilities,the enhancement of resource extraction capabilities,and the independence of spatial solidarity identification.On the other hand,the excessive autonomy and action power will cause organizational power over-expansion and action spillover problems,that is,intervening in village political elections,collective economic development and government planning,and disrupting the order of the village.The autonomy of grassroots organizations faces the paradox of the development process:to obtain autonomy,it needs to continuously cross the organizational boundary to draw elements and resources.However,such crossing the organizational boundary is prone to action spillovers,which will shake the foundation of the legitimacy of the organization s survival.
