摘　　要：现代化进入新时代,高质量发展需与高质量党建相契合,而党建质量如何,需要科学评价。依据行动者—系统—动力学理论,通过质量评价提升党建质量,要以党建的时代性、系统性、创新性为逻辑起点,以党章党规党纪为制度依据,以党的政治建设、思想建设、组织建设、作风建设、纪律建设为基础模块,以党建成效为目标导向,将制度建设贯穿其中,构建评价指标体系,并探索其价值实现的动力机制。In the new era of modernization,the high-quality development needs should be consistent with the high-quality Party construction,whose quality needs to be scientifically evaluated.In the light of the theory of Actor-System Dynamics,the quality of Party constructionshould be improved through quality evaluation.The following four points should be taken into consideration in the construction of evaluation index system:the logical starting point of itsera characteristics,and its systematic and innovative nature;the institutional basis of theParty constitution,Party rules and Party disciplines;the fundamental module of the Party’s political construction,ideological construction,organizational construction,work style construction and discipline construction;the effectiveness of Party construction.Meanwhile its value of the dynamic mechanism is explored.
