摘　　要：教育督导制度作为教育事业强有力的监控体系,有利于推动国家各级教育评价改革实施。法国作为最早建立教育督导制度的国家,从总督学、大学区督学和省督学三级教育管理体系的逐步确立,到建立国民教育督导局与国家教育管理督导局,形成早期学科督导与行政督导功能的分离。进而,两大国家督导机构的协同联动与功能性链接,走向整合,构建了一条国家督导和地区督导协同管理教育,两级政府共同督导教育教学质量的法国督导制度模式。同时法国督导制度探索公开原则与"售后服务"措施,开发结合教育教学实践的评估模式等,对当下我国教育治理体系改革,以及深化新时代教育督导体制机制改革具有启示借鉴意义。As a robust monitoring system for education,the educational inspection system is conducive to promoting national education evaluation reforms at all levels.As the first country to establish an educational inspection system,France has gradually evolved from a national-regional-local education management system to establish the General Inspectorate of National Education and General Inspectorate of National Education Administration and Research.These two national bureaus initially formed the functional separation between the subject/discipline inspection and administrative inspection.Furthermore,the coordinated linkage and functional link of the two major national inspection agencies have moved towards functional integration,building a French inspection system model in which national and regional inspection jointly manage the educational affairs and supervise the quality of education.At the same time,the French inspection system explores the open principle of inspection and"after-sales service"measures to explore an evaluation model that integrates educational practices.This will provide enlightenment for the reform of the Chinese education governance system and deepening the reform of the education inspection system in the new era.
