摘　　要：近年来,国家大力实施创新驱动战略,针对科技成果转化工作出台了一系列政策法规,旨在打造良好的科技成果转化生态环境。主要措施包括下放科技成果的处置权、使用权和收益权,减免科技成果转化财税征收,加大科技成果转化激励力度,加强科技成果转化平台建设等。国内外大公司在科技创新与成果转化实践中,注重创新链的一体化管理与商业化计划,注重技术成熟度和市场成熟度评价,注重科技成果转化平台搭建,注重科技成果转化资源投入的合理配置,注重激发员工转化科技成果的积极性。作为国家经济支柱的中央企业,亟须推动国家政策的落地实施,积极探索符合国有企业特色的科技成果转化的方式方法,持续加大科技成果转化的投入力度,不断完善激励科技成果转化的配套政策措施。China has spared no efforts to carry out the innovation-driven strategy in recent years and released a series of policies and laws aiming to create a good ecological environment for transformation of technological achievements.The main measures included deregulation of the rights to dispose,use and benefit from technological achievements,reduction and exemption of taxes for transformation of technological achievements,increase of the incentive measures for transformation of technological achievements,and construction of more effective platform for transformation of technological achievements.In the practice of technological innovation and achievement transformation,both Chinese and foreign majors focused efforts on such areas as integrated management and commercialization plans for innovation chains,evaluation of technological maturity and market maturity,construction of the platform for transformation of technological achievements,reasonable arrangement of the resources invested in transformation of technological achievements,and stimulation of the employees’enthusiasm for transformation of technological achievements.As the pillar of the national economy,the State-owned enterprise should take active part in implementing the State policies,make more investment for transformation of technological achievements,and continually perfect the relative policies and measures to stimulate transformation of technological achievements.
