摘　　要：企业是创新活动中最具活力的主体,对区域企业创新活动能力进行多维度的整体性评测具有理论和实践价值。文章在回顾中国情境下区域企业创新研究框架和评价方法的基础上,构建了由5个维度30个指标组成的区域企业创新能力评测体系,并对中国55个不同类型城市进行了评测和分析。结果表明,中国区域企业创新能力分布呈现华南和华东强、华中和西南次之、北方(西北、华北和东北)偏弱的显著特点,而影响区域企业创新能力的主要是外商直接投资、高新区企业技术收入、科技活动经费内部支出等因素。最后,根据上述城市在分项维度和总分值上的表现将其划分为强中弱三个等级,并根据三类城市特点分别提出了差异性的政策建议。Enterprises are the most dynamic subjects in the innovation activities.It is of theoretical and practical value to conduct multi-dimensional and holistic evaluation on the innovation activity ability of regional enterprises.On the basis of reviewing the research framework and evaluation methods of regional firm innovation in Chinese context,this paper constructs an evaluation system of urban firm innovation capability which consists of 30 indicators from 5 dimensions.By 55 evaluation and analysis of different kinds of cities,reveals the enterprise innovation ability of Chinese cities distribution times south China and east China,central China and southwest,north,northwest(north and northeast)weak marked characteristics,and affect the ability of the enterprise innovation city mainly foreign direct investment,high-tech enterprise technology,science and technology activity expenses within budget and other factors.According to the performance of the above cities in terms of sub-item dimension and total score,the cities are divided into three grades:Strong,medium and weak,and different policy suggestions are put forward according to the characteristics of the three cities.
