农地确权与农业生产结构调整:来自中国家庭金融调查的证据

摘　　要：利用2013年和2015年中国家庭金融调查数据,采用双重差分法考察了农地确权与农业生产结构的关系。研究发现,农地确权降低了农户种植粮食作物的概率,并显著提高了农户种植经济作物和从事畜牧业的概率。影响渠道分析表明,农地确权通过强化地权保护强度,进而促进了农业生产结构发生调整。此外,在平原地区,农地确权会促使农户出租农地,减少农地租入以及参与非农就业,进而退出农业生产;在非平原地区,农地确权并未影响农地流转和农业劳动力转移,但促进了农户从种植粮食作物向种植经济作物和从事畜牧业的转移。本文为理解中国农业生产结构的变化提供了经验参考。Using the panel data from China Household Financial Survey(CHFS)in 2013 and 2015,this paper studies effect of land entitlement on agricultural production structure by a difference-in-difference method.The research indicates that land entitlement reduces the probability of growing grain crops,and significantly increases probability of growing cash crops and engaging in animal husbandry.The analysis of influencing channels shows that land entitlement strengthens the security of land property rights,and thus promotes the adjustment of agricultural production structure.In plain area,land entitlement stimulates farmers to lease their land,reduce their land rent,and participate in non-farm jobs,and then withdraw from agricultural production.In non-plain area,land entitlement does not affect farmland transfer and agricultural labor force,but promotes farmers to transfer from producing grain crops to planting cash crops and engaging in animal husbandry.The paper provides empirical reference for understanding the change of agricultural production structure in China.
