摘　　要：NGO参与社会治理是推进国家治理体系与治理能力的必然要求,有利于拓宽参与渠道,促进社会安定和谐。从社会资本理论、民主参与理论和公共选择理论多维度探析NGO参与社会治理的背景、条件与机制等,彰显其在市场与政府双重失灵下所发挥的价值功能,表明其在共建共治共享的社会治理格局中不可或缺的作用。The NGO participates in social governance,which is the inevitable requirement to promote the national governance system and governance capacity.And it is conducive to broadening participation channels and promoting social stability and harmony.We analyze the background,conditions and mechanisms of NGO participation in social governance from multiple dimensions of social capital theory,democratic participation theory and public choice theory.In this way,it demonstrates its value function under the dual failure of the market and the government,and shows its indispensable role in the social governance structure of co-construction,co-governance and sharing.
