摘　　要：随着科学技术的发展以及民众对于健康需求的不断增加,各类医疗数据的收集和分析愈加精准,由此引发个体隐私权问题。针对医疗大数据的应用及发展现状,分析其中存在的问题,提出政府、医疗机构及科研人员在应对大数据、人工智能等新兴技术应用给医疗数据安全管理带来的挑战时,如何进行积极主动的风险管控;同时,结合当前针对医疗大数据研究中如何有效获得患者知情同意的问题进行探析,为相关领域科研项目的有序开展提供新的思路。With the development of science and technology and the increasing public demand for health,the collection and analysis of various types of medical data have become more accurate,which has led to the problem of the privacy of individual.Considered that the application and development of medical big data,this paper analyzed the existing problems,and proposed that how the government,medical institutions and scientific researchers should take proactive risk control in response to respond to the challenges brought by the application of big data,artificial intelligence and other emerging technologies to medical data security management;at the same time,combined with the current research on how to effectively obtain patients’informed consent in medical big data research,which will provide new ideas for the orderly development of scientific research projects in related fields.
