境内外中小航运企业担保基金运作模式及对我国航运业发展的启示

摘　　要：为解决中小航运企业融资难、融资渠道单一等问题,更好地支持中小航运企业做大做强,采用境内外对标研究的方法,综合借鉴境内外中小企业担保基金运作模式,提出适合我国中小航运企业发展的资金池框架,并提出保障资金池规范运作的对策建议。研究发现:构建政府、企业、银行和担保机构等多体系融合的中小航运企业信用担保模式是破解中小航运企业融资缺口的一种有效手段,有利于增强我国航运企业多元化市场主体的活力,更好地服务交通强国建设。In order to improve financing of the small and medium-sized shipping enterprises,the operation modes of credit guarantee funds for such Enterprises in China and abroad are studied.The operation mode adjustment of funds is figured out for promoting the development of small and medium-sized shipping enterprises.The fund pool framework suitable for supporting the development of small and medium-sized shipping enterprises in China is devised and the measures to ensure nominative operation of the fund pool are suggested.
