摘　　要：分析高校自主招生政策的演进过程。2020年出台的“强基计划”重构了利益相关者的关系,高校与考生实现正和博弈,政府回归确定型利益相关者,提高了学科专家的参与度,满足了大众、传媒的利益诉求。This thesis analyzed the evolution process of independent enrollment policy in colleges and universities.The“strong foundation plan”issued in 2020 reconstructed the relationship between stakeholders,realized positive sum game between colleges and universities and candidates,made the government return to determined stakeholders,improved the“participation”of discipline experts,and met the interest demands of the mass media.
