摘　　要：为提高资源利用率,保护乡村环境,加快城乡一体化进程,分析了城乡资源环境问题的理论基础:人与自然关系理论,发展模式和发展阶段理论,城乡环境联系理论。指出了城乡发展中存在的资源和环境问题及其成因:城乡二元体制的影响,政绩考量标准单一,管理薄弱,产业发展缓慢,缺乏产业项目与技术支撑。提出了城乡发展转型中资源与环境战略措施:促进城乡一体化发展;规范政府职能,发挥多方力量;利用绿色技术改造传统产业;提高科学技术水平,完善技术支撑体系,来加强对环境与资源的保护,改变经济发展模式,促进乡村发展。In order to improve the utilization rate of resources,protect the rural environment and speed up the process of urban-rural integration,this paper analyzes the theoretical basis of urban-rural resources and environment problems,i.e.the relationship theory between man and nature,the development mode and stage theory,and the relationship theory between urban and rural environment.It points out the resource and environmental problems existing in urban and rural development and their causes,i.e.the impact of urban-rural dual system,single performance evaluation standard,weak management,slow industrial development,lack of industrial projects and technical support.It puts forward the strategic measures of resources and environment in the transformation of urban and rural development,i.e.to promote the development of urban and rural integration,standardize government functions and give full play to various forces,use green technology to transform traditional industries,improve the level of science and technology,improve the technical support system,strengthen the protection of environment and resources,change the mode of economic development and promote rural development.
