摘　　要：今天的徐汇区域是上海著名的文化街区,保存着大量的不可移动文物,文化名人故居众多。徐汇文化街区的文脉,始于近代上海的法租界时期,与当时政府的城市治理息息相关。本文从城市治理的角度切入,以分类营业制度等治理措施为主要考察对象,探讨营业调控、人群集聚等因素与文化街区形成的关系,以期丰富近代城区史的相关研究,也为今天的国际文化大都市建设提供一些启示。Today’s Xuhui District is a famous cultural district in Shanghai,where there are a large number of immovable cultural relics and former residences of cultural celebrities.The context of Xuhui cultural district began in the French concession period of modern Shanghai,which was closely related to the urban governance of the government at that time.From the perspective of urban governance,this paper takes the classified business system and other governance measures as the main object of study,discusses the relationship between business regulation,crowd gathering and the formation of cultural blocks,so as to enrich the relevant research on the history of modern urban areas and provide some enlightenment for today’s construction of international cultural metropolis.
