摘　　要：民办公助是政府给予一定资金支持的以群众为主体兴办社会事业的建设模式。近年来,江西省万亩以下小型圩堤项目实施了民办公助的模式。文章通过对小型圩堤运行现状及存在的问题进行了梳理,结合乡村生态文明建设的治理原则,针对圩堤堤身、堤脚及河道治理提出可行的措施,如加高培厚、混凝土路面、生态护坡、河道疏浚、填塘固基及水雨情设施等措施,并对圩堤实施后管理与运行提出可行性建议。圩堤治理实施后,乡村社会效益、环境效益及人民生命财产将得到保障与明显的提升,对社会的稳定,区域经济持续、健康发展都将起着重要作用。Run by the local people and subsidized by the state is a construction mode in which the government gives certain financial support to the people as the main body to run social undertakings.In recent years,Jiangxi Province has implemented the mode of run by the local people and subsidized by the state for small polder projects under 10,000 mu.Through sorting out the operation status and existing problems of small polders and combining with the governance principles of rural ecological civilization construction,feasible measures for the governance of the polder body,polder foot and river course are puts forward in this paper.Problems include measures such as height and thickness enhancement,concrete pavement,ecological slope protection,river dredging,pond filling,and rainwater facilities.Feasibility suggestions on management and operation of embankment after implementation are put forward.After the implementation of polder management,rural social benefits,environmental benefits and people’s lives and property will be guaranteed and significantly improved,which will play an important role in social stability and the sustainable and healthy development of regional economy.
