摘 要:目的对山东省护理人力资源的配置现状及公平性进行分析,为优化山东省护理人力资源配置提供依据。方法描述性分析2015—2019年山东省注册护士现状,利用集聚度与集中指数评价山东省护理人力资源配置的公平性。结果山东省注册护士数、每千人口注册护士数以及床护比等均呈上升趋势,但2019年护士占卫技人员比例与医护比有所下降。中部地区护理人力资源集聚度大于1,差值大于0;西南部地区集聚度小于1,差值均小于0。山东省护理人力资源集中指数均大于0。结论山东省护理人力资源总量稳步提高,但医护比例倒置问题未得到解决。山东省护理人力资源按地理和人口分布存在差异,存在向经济水平较高地区集中的倾向。医疗卫生主管部门应合理规划不同地市护理人员的配置,引导护理人力资源配置向欠发达地区倾斜,以保证山东省护理人力资源平衡。Objective To analyze the status quo and fairness of the distribution of nursing human resources in Shandong Province,and to provide the basis for optimizing the allocation of nursing human resources in Shandong Province.Methods The status quo of registered nurses in Shandong Province from 2015 to 2019 was analyzed,and the fairness of nursing human resource allocation was evaluated by using concentration degree and concentration index.Results The number of registered nurses,the number of registered nurses per thousand people and the ratio of bed care were all on the rise,but the proportion of nurses to health care personnel decreased in 2019.The concentration degree of nursing human resources in central China was greater than 1,the difference was greater than 0,the concentration degree in southwest was less than 1 and the difference was less than 0.The concentration index of nursing human resources in Shandong Province was higher than 0.Conclusion The total amount of nursing human resources in Shandong Province has been steadily increased,but the problem of inversion of medical care ratio has not been solved.There are differences in the distribution of nursing human resources according to geography and population in Shandong Province,and there is a tendency to concentrate to the higher economic level areas.The competent department of medical and health should plan the allocation of nursing staff in different cities and guide the allocation of nursing human resources to the less developed areas,so as to ensure the balance of nursing human resources in Shandong Province.
