我国校园足球政策执行困境及优化策略研究——基于爱德华政策执行模型视角  

Research on the Dilemma of Execution and Optimization Strategies of Campus Football Policy in China——From the Perspective of Edward Policy Implementation Model

摘　　要：运用文本分析、文献资料、逻辑分析等方法,在爱德华政策执行模型视角下,对校园足球政策执行效果进行深度审视,探寻政策执行困境并提出破解之道。研究认为:1)政策与机制的内在问题影响交流与沟通;2)资源匮乏导致执行缺乏保障;3)多维因素制约政策执行者偏好;4)执行部门立足点背离、缺乏沟通,工作落实不足。提出政策有效执行的优化策略:1)完善政策文件、优化机制体系;2)完善执行部门权责分配、加强交流与合作;3)加强校园足球宣传工作,改善足球文化环境。Applying the methods of text analysis,literature analysis and logical analysis,based on the perspective of Edward Policy Implementation Model,this article makes an in-depth survey on the effect of campus football policy implementation,tries to seek out the dilemma of execution and comes up with solutions. This research is approached from three perspectives: 1) internal problems of policies and mechanisms make an influence on communication;2) the shortage of resources leads to the lack of guarantee for implementation;3) the preference of policy executors are restricted by multi-dimensional factors;4) the execution department stand off their responsibilities and lack of communication,work has not been implemented. Finally it puts forward optimization strategies for effective policy implementation: 1) complete the policy documents and optimize mechanism systems;2) improve the allocation of powers and responsibilities of the executive departments,strengthen communication and cooperation;3) strengthen propaganda of campus football and improve the environment of football culture.
