京津冀创新中介发展布局及优化路径研究

摘　　要：打造创新驱动经济增长新引擎是京津冀协同发展的四个目标之一,创新中介的发展对于推动区域创新生态系统形成和打造区域协同创新共同体具有重要现实意义。从理论层面对各类创新中介在创新成果转化过程中的具体作用进行分析,同时重点围绕市场机制作用下城市群创新中介如何布局这一问题,运用大数据对京津冀企业类创新中介的发育状况进行分析后发现:从创新链中各类创新中介的发展情况来看,京津冀城市群内创新链后端技术推广服务业发育较好,前端科技中介服务业发育相对不足;从创新中介的区位选择来看,在京津冀城市群范围内,创新中介更偏向于布局在技术成果交易市场的“卖方”,即北京这种区域性的高能级城市;从创新中介所服务的行业类别来看,京津冀城市群的生物技术推广服务业占比较高,新能源与环保技术推广服务业占比偏低。In the key stage of the transformation of old and new kinetic energy,innovation driven factors have become the main"engine"of economic and social development in the new period.As a national comprehensive innovation and reform pilot zone,the construction of Beijing-Tianjin-Hebei's collaborative innovation system is of great significance.This paper theoretically analyzes the specific role of innovation intermediaries in the transformation of innovation achievements,and argues that different types of science and technology intermediaries play different roles in innovation activities.At the same time,combined with data analysis,it is found that the back-end technology promotion service industry of the innovation chain in Beijing-Tianjin-Hebei Urban Agglomeration is well developed,and the front-end technology intermediary service industry is relatively underdeveloped.The innovation intermediaries in Beijing and Tianjin are highly concentrated,and the agglomeration degree of innovation intermediaries in Hebei Province is low.From the perspective of science and technology intermediaries giving service to science and technology industry,the biotechnology promotion service industry in Beijing-Tianjin-Hebei Urban Agglomeration accounts for a relatively high proportion,and the promotion service industry of new energy and environmental protection technology accounts for a low proportion.
