建构社区治理共同体的实践模式与理论逻辑——基于芜湖市鸠江区“我们是一家人”社区治理新模式的考察

摘　　要：作为安徽省基层社会治理创新"十大成果"之一,芜湖市鸠江区"我们是一家人"社区治理新模式体现了以打造共建共治共享的社区治理共同体为取向的实践逻辑和理论逻辑。实践层面上,该模式建构了"党建引领、多方参与、协商共治、三社联动"四大机制为核心的社区治理体系;理论层面上,该模式遵循了公共管理替代行政管理的范式转换逻辑、治理主体多元化逻辑、党建与治理互构与整合逻辑、向精细化模式转型的治理逻辑。然而,行政吸纳社会的问题、居民的社区认同问题、社会组织的自治性和代表性问题、精细化治理与技术化治理的融合问题等方面凸显的实践与理论之间的张力表明,在建构社区治理共同体过程中,实现社区党建与社区治理的深度互构、人民主体性作用与社区治理制度的深度融合、社区认同与共建共治共享机制的深度嵌入、精细化治理与技术化治理的深度整合,是达至基层社会善治目标的可行路径。As a result of local community governance practice innovation, the new community governance model of "we are a family" in Jiujiang District of Wuhu City has been rated as one of the "ten achievements" in Anhui Province. This model embodies the practical logic and theoretical logic of building the governance community of co-construction, co-governance and sharing. In practice, it constructs a community governance system with four mechanisms as the core, namely, leading mechanism of Party building, multipartnership participation mechanism, consultation and co-governance mechanism, and linkage mechanism of community, social work and social organizations. In theory, it follows the logic of new public management theory, the logic of governance subject diversification, the logic of mutual construction and integration between Party building and governance, and the logic of refined governance. However, the tension between practice and theory in the aspects of administrative absorption of society, community identity of residents, autonomy and representativeness of social organizations, and integration of refined governance and technical governance, shows that in the process of constructing the governance community in urban communities, it is necessary to realize the deep mutual construction of community Party building and community governance, the deep fusion of the role of people’s subjectivity and community governance, the deep embedment of community identity and co-construction, co-governance and sharing mechanism, and the deep integration of refined governance and technical governance, which is a feasible way to achieve the goal of good governance in grassroots society.
