中国干旱区城市经济社会与资源环境协调发展研究—以河西走廊5市为例

摘　　要：经济社会发展与资源环境既相互制约又相互促进,以河西走廊5市为例来研究干旱区城市,利用熵权法、基于TOPSIS模型的综合发展指数,从各指标发展指数对其发展水平进行定量分析,通过构建“经济—社会—资源—环境”复合系统耦合协调评价指标体系来分析河西5市经济社会与资源环境协调发展的时空演变研究,结果显示:(1)嘉峪关为资源滞后型城市,金昌市、武威市、酒泉市为经济滞后型城市,酒泉市为社会滞后型城市;(2)从时序角度看,河西5市“经济—社会—资源—环境”复合系统耦合协调度整体呈上升态势,协调类型实现勉强协调至中度协调的逐步升级,但协调升级速度相对较慢;(3)从空间差异看河西5市耦合协调状态发展相对均衡,差异不显著,均处在初级协调阶段和中度协调阶段的初级.建议河西走廊在“一带一路”的契机下,进一步扩大开放,走绿色发展之路,引领河西走廊经济社会与资源环境高质量协调发展.Economic and social development and resource ecological environment both restrict and promote each other.Taking 5 cities in Hexi Corridor as an example,this paper studies the cities in arid areas,and USES entropy weight method and comprehensive development index based on TOPSIS model to conduct quantitative analysis on their development level from the development index of each indexl,Through the construction of“Economy-Society-Resource-Environment”composite system coupling coordination evaluation index system to analyze the spatio-temporal evolution of the coordinated development of economic society and resources and environment in Hexi 5 cities,the results show that:(1)Jiayuguan is a resource-lagging city,Jinchang,Wuwei and Jiuquan are economically lagging cities,and Jiuquan is a socially lagging city.(2)From the perspective of timing sequence,the coupling coordination degree of the complex system of“economy-society-resource-Environment”in Hexi 5 cities is on the rise as a whole,and the coordination type is gradually upgraded from barely to moderate coordination,but the speed of coordination upgrading is relatively slow.(3)From the perspective of spatial differences,the development of the coupling coordination state of Hexi 5 cities is relatively balanced,with no significant differences.They are both in the primary coordination stage and the primary coordination stage.It is suggested that under the opportunity of“One Belt And One Road”,the Hexi corridor should further open up,take the road of green development,and lead the harmonious development of the Hexi corridor's economy,society,resources and environment with high quality.
