摘　　要：目的构建重大传染性疾病流行病学调查外部质量控制评价指标体系。方法通过查阅相关政策、文献,根据重大传染病示范区防治研究实际情况,结合《防治艾滋病、病毒性肝炎和结核病等重大传染病规模化现场流行病学和干预研究标准操作规程》初步构建重大传染性疾病流行病学调查外部质量控制评价指标体系,采用德尔菲法邀请23位专家评价和筛选指标体系的内容。结果本研究第1轮咨询有效问卷回收率为100.0%,第2轮咨询有效问卷回收率为91.3%。一级指标的专家意见权威系数在第1轮咨询中为0.798,在第二轮咨询中为0.791。第1轮专家咨询中所有指标的协调系数为0.406(P<0.05),第2轮专家咨询中所有指标的协调系数为0.325(P<0.05)。最终建立的指标体系包含4个一级指标,13个二级指标和54个三级指标。结论该指标评价体系的建立使得质量控制监查员对多中心质量控制工作有了可依照的准则,可以更客观公正地评价调查过程和调查结果。Objective To construct an external quality control evaluation system for epidemiological investigation of major infectious diseases.Methods By consulting relevant policies and literature,according to the actual situ-ation of prevention and control in major infectious diseases demonstration areas,combined with the Standard Op-erating Procedures for Large-scale Field Epidemiology and Intervention of Major Infectious Diseases such as AIDS,Viral Hepatitis and Tuberculosis,the external quality control evaluation system for epidemiological inves-tigation of major infectious diseases was preliminarily constructed.A total of 23 experts were invited to evaluate and screen the content of the index system by Delphi method.Results In this study,the effective questionnaire recovery rate of the first round consultation was 100.0%.The effective questionnaire recovery rate of the second round consultation was 91.3%.The authority coefficient of expert opinion of the first-level indicator was 0.798 in the first round of consultation;and 0.791 in the second round of consultation.The coordination coefficient of all indicators in the first round of expert consultation was 0.406(P<0.05)and that of all indicators in the sec-ond round of expert consultation was 0.325(P<0.05).The final index system consists of 4 first-level indica-tors,13 second-level indicators and 54 third-level indicators.Conclusion The establishment of the index evalua-tion system enables quality control inspectors to follow the criteria for multicenter quality control work,and can evaluate the investigation process and results more objectively and fairly.
