摘  要:基层教学组织是我国高等学校内涵式发展的基石,是建设高质量教育体系的基本抓手。从新中国成立以来,我国高等学校的基层教学组织经过反复探索和实践,虽然属性和地位得到巩固和深化,但仍然存在着规章制度、经费保障、平台建设、常态化监测、考核评估机制不同程度地缺失等问题。面对高等学校基层教学组织式微的基本现状,可以从传统与现代中,构建现代化的治理体系;破除唯科研的评价体制,建立科学的评价体制机制;树立共同体意识,以系统思维促进基层教学组织发展;以新职能激活基层教学组织的新动能等五个方面着手施策。The basic-level teaching organization is the cornerstone of the connotative development of universities in China,and the basic starting point for the construction of a high-quality education system.Although their attributes and status have been consolidated and deepened through repeated explorations since 1949,mechanism such as rules and regulations,funding guarantees,platform construction,normalized monitoring,and assessment and evaluation are still missing to varying degrees.When these teaching organizations are weakening in today's universities,a modern governance system should be built by breaking away from the scientific research-only evaluation system and establishing a scientific evaluation system;developing a sense of community to promote these teaching organizations with systematic thinking,activating their kinetic energy by granting them new functions.
